According to the Ministry of Ecology and Environment, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly issued the "Notice on Strict Control of hydrofluorocarbons Chemical production and Construction projects" (hereinafter referred to as the "Notice"), since August 1, it is prohibited to build 13 kinds of HFCs used as refrigerants, blowing agents and other controlled uses of chemical production facilities.

  According to the notice, the 13 HFCs products include: HFC-134, HFC-143, HFC-365mfc, HFC-227ea, HFC-236cb, HFC-236ea, HFC-236fa, HFC-245ca, HFC-43-10mee, HFC-41, HFC-152, HFC-152a, HFC-23 .

  The Notice states, For the chemical production of 18 kinds of products such as HFC-134, HFC-134a, HFC-143, HFC-245fa, HFC-365mfc, HFC-227ea, HFC-236cb, HFC-236ea, HFC-236fa and HFC-245ca that have been built for controlled use Facilities that need to be rebuilt or constructed at different sites shall not increase the original production capacity of HFCs or add new product categories. At the same time, the HFCs produced by chemical production facilities of these products during trial production should also be included in the quota management; Chemical production facilities that produce these HFCs for controlled use should also be subject to quota management; Where quotas have not been obtained, they can only be used as raw materials or destroyed and disposed of, and may not be directly discharged. If production is really necessary for special purposes, it shall be approved by the Ministry of Ecology and Environment jointly with relevant departments.

  It is understood that the move is aimed at better implementing the Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer.
